The odd torch darkens its surrounding area, as opposed to a regular torch.
Uses
The odd torch allows hostile mobs to spawn in regions that would otherwise be too bright, as hostile mobs require a dark area to spawn. This is useful for mob spawn traps, for example.
Crafting
It is crafted like a torch, but using odd rock rather than coal.
