The Detector Rail will power up redstone if a Minecart is on it. A Minecart must be on it before it can power up your contraption.
Crafting
Place six Iron ingots in two vertical lines (in left and right columns), a Plessure Plate in the middle, and a Redstone dust at the bottom.
