It can help you find a Sky holdby shift-clicking. It is also used to open an end portal by shift-clicking whilst your cursor is over an end portal block.
How to Craft It
You must put an Enderpearl with blaze powder to craft the Eye of Ender.

When it is used you use the Eye of Ender (NOT clicking the end portal frame) you will see the Eye of Ender float away from you. This is because it is locating a [[Sky hold].
