A fishing rod is an unfinished item in the game. Currently it is only used as an intermediate step for crafting the carrot on a stick.

Uses
Other than crafting a carrot on a stick, the fishing rod currently has no purpose. The future planned purpose is to fish, but it has not been added yet. [1.27] fishing has now been added! from now on if you have a fishing rod and a 1 by 1 block filled with water, you can catch raw fish, raw salmon, pufferfish, clown fish, leather boots, bows, nametags, other fishing rods, bottle of water, lily pads, string[fiber], and much more! Also if you shift click the fishing rod aime at an animal/mob, you can shift click angain and the animal/mob will fly in your direction
